Fisheries Action Coalition Team (FACT) is a NGOs coalition
established in 2000 by a group of NGO members working on the
fisheries and environmental issues around the Tonle Sap Lake.
It was established as part of the environment project of the
NGO Forum on Cambodia. At that time, a group of NGO interested
in the fishery issues formed a sub-working group and then
was supporting by different international NGOs such as Oxfam,
NGO Forum on Cambodia, and Environmental Justice Foundation.
The group of eight NGOs later decided to form the Fishery
Action Coalition Team separately from the NGO Forum on Cambodia
following the reform in fishery sector of Cambodia. Its active
members are all Cambodian NGO staff committed to do advocacy
in fisheries and monitor that policy reforms.
Primarily, main focus of FACT’s program is mobilizing local
and grassroots based organizations to do more effective advocacy
programs responding to the development policies and programs
of the government on the issues that affect Cambodian communities
livelihoods. Presently, FACT continues to help local people
liaise with the government institutions through providing
a forum where local people can meet and express their opinion
to the government, meet donors and mass media. At the same
time, FACT involves in research and gathering information
on fisheries issues, fact-findings, information and data analysis,
and distributes it for influencing decision and policy makers.
