Our Strategies

FACT PROGRAM STRATEGIC OBJECTIVES

For the next three years, FACT will still play an important role in strengthening network and coalition for fisheries protection and conservation in the three main areas (Tonle Sap, Mekong and Coastal). The conservation activities and climate change adaptation efforts become added values to FACT work regarding fisheries related natural resources. Gender issue becomes the serious consideration and attention for all FACT activities (internal and program). All below program strategic objectives are in line with and contribute to the CMDGs and policies and priorities of the Royal Government of Cambodia mentioned above.

By the end of 2014:

  1. Fishers’ networks will have increased capacity, willingness and responsibilities, and they will be strong and wider expanded and connected, in supporting fishers (men and women) to protect and conserve Fisheries resources for their livelihood improvement.
  2. NGO coalition will be well functioned and participated by its members, to share useful information and jointly solve the issues of Fishers’ community effectively.
  3. Local focal persons will have capacity, commitment and able to work together with other local stakeholders, and they actively involved in advocacy activities for fisheries protection and conservation.
  4. FACT target groups and relevant stakeholders will have awareness of, further spread the information, and take adaption measures against negative impact of climate change.
  5. The impact of development projects on fishers and Fisheries resources will be researched and publicized widely, and positive responses will be made.
  6. Fishers’ issues, local development and fisheries conservation will be integrated into development plan of sub-national administrations (SNA) and implemented, and fishers and SNA jointly solve fisheries issues in a transparent manner based on their assigned roles and legal rights.
  7. Women, who are FACT target groups will have confidence, acted in leadership roles, and recognized and valued, so they are able to make effective contributions in protecting and conserving Fisheries resources.

FACT ORGANIZATIONAL DEVELOPMENT OBJECTIVE

  1. By the end of 2014, FACT will further develop itself to be a competent, transparent, accountable and professional organization.

MEASURING RESULTS OF FACT’S WORK

Results of FACT’s work will be measured by three types of indicators. These defined indicators will help FACT to focus more on work quality, i.e. outcomes and impacts. It also helps FACT to identify useful information needed for reporting. These indicators will serve the basis for developing a monitoring and evaluation system, project proposals and solid reporting.

Outcomes

  • Authorities and specialized officials change their behaviors positively – more cooperation with FACT
  • TFN, CFN, MFN expressed confidence in facilitating community activities
  • CBOs function effectively (with less external support)
  • CBO members produced higher incomes; reduced debts
  • Fishers dare to speak out openly about possible negative impact on them, and they seek support from all possible sources
  • Disobedient persons are afraid of communities; reduced disobedient activities
  • SNAs pay attention and include fisheries issues into their plans; they share information to all local relevant people
  • Women and gender focal persons become brave, dare to express opinions; they also take leadership roles
  • NGOs who are members of the coalition express solidarity, work actively together to achieve common goals
  • CBO members act as role models in protecting flooded forest (stop cutting)
  • Stakeholders who have read the research report reacts positively by joining in addressing fisheries related issues
  • Cambodian senate members listen to fishers’ concerns and reports to the government for suitable measures to be taken

Impacts

The Coalition of Cambodian Fishers functions independently, require less support from external persons/organizations.   Positive changes in fishers’ living conditions such as having sufficient /secured foods; eliminated or reduced debts; they can afford their children to go to school and at least complete 9th class; fishers have money for daily expenses and health care; they have basic household materials.

  • There is evidence showing the increased fisheries resources
  • Decrease in number of disobedient cases in fisheries resources
  • Government changed policies, produced PRAKAS that provide benefits to fishers
