The vision and mission developed were based on the following theory of change:


 

 
To improve livelihoods of fisherman and fisher woman as mentioned in the 'Theory of Change' of FACT, it is important to address the issue raised in the problems statement. The main problems facing fisherman and fisher woman are the three webs trapping fisherman and fisher woman like insects. To break these webs, the only way is to organize fisherman and fisher woman into a community based organization (CBOs).In other word, to address the ?web-spider? trapping the fisherman and fisher woman, we have to break these webs down, and in breaking this web, it is important to organize fisherman and fisher woman into CBOs.

As strategy, FACT is proposing a project to ?Building the Community Based Organization (CBOs)? to address these problems. The organizing of CBOs at least could weaken or break the webs of spider highlighted in series of Figures. "The CBO is only a step toward a "Coalition of Cambodian Fisher (CCF)" or "fishermen association". The CBOs will be a member of CCF/CFN.

To organize the CBO and to strengthen fishing communities, FACT works directly with NGOs as NGO Coalition, Coalitions of Cambodian Fishers (CCF), and Coastal Fishers? Network (CFN).

Working as a 'coalition' is the main strategy of FACT in addressing problems faced by fishers. Constructing the 'space of engagement' with government from local community to a national level is also an important approach in which the coalition of both NGOs and fishers could develop a fruitful dialogue with government agencies. The 'dialogue' should be based on the real ground and supported by a research conducted by both NGOs and government. In doing these, fishers will ensure their livelihoods.
